Paul has led large organisations in the private, not for profit, central and local Government sectors. In May 2019 he was appointed as Chief Executive Officer of the Health Service Executive. Paul has the privilege of leading over 117,000 dedicated staff who deliver a wide range of health services across Ireland. Paul is a passionate public servant whose vision for the health service is to focus on long term planning by implementing Sláintecare and delivering effective and safe services within available resources.
From 2014 to 2019 he was Chief Executive of Fingal County Council, one of the largest Local Authorities in the state. Under his leadership, Fingal was the leading local authority in terms of social and private housing development. It also led the way in terms of attracting Foreign Direct Investment and job creation across all sectors, through active land management and working with National State Agencies.
Between 2011 and 2014, Paul worked as the Chief Operations Officer in the Department of Public Expenditure & Reform. He was responsible for leading a whole set of reforms across the public service. In this role he negotiated the Haddington Road Agreement, with the 26 Public Service Trade Unions, to reduce the public service pay bill by €1BN.
From 2010 to 2011, Paul worked as Head of Corporate Affairs with Trócaire, the Irish International Aid Agency. Whilst there, he worked on an agenda to strengthen the overall governance of the organisation and on the implementation of best practice in HR, Finance, Risk Management and Communications.
Paul’s previous career was as the Executive Director of Networks & Operations with Eircom, the leading Irish telecommunications organisation. He carried out a number of other roles within Eircom in Sales, Marketing and Contact Centre Management.
Paul holds a Masters in Business Administration from Trinity College and a BA in Human Resources and Industrial Relations from the National College Ireland.

Following numerous roles in industry I have developed considerable range of health service experience in Ireland and UK in both the Public and Private sector with roles in Mental Health, Secondary Care, Primary Care, Nursing Homes and Commissioning. A track record of success, delivering three stars (the highest award available) five years running for a UK Acute Trust and two years running for a Primary Care Trust. Committed to developing patient services in all organisations, setting and delivering high standards, striving for excellence and encouraging nothing less in others.
Following a move to Ireland in 2008, employed in a major Dublin Academic Teaching Hospital (St Vincent’s University Hospital) delivering consistent overall Green rating in Healthstat, securing the first JCI accreditation for a public hospital in Ireland, significantly improving efficiency and achieving financial breakeven for three years running despite significant reduction in funding allocation.
At request of Minister relocated to Galway to establish first Hospital Group as part of National Strategic Reform Programme, a forerunner for other Groups and move towards Trust status. Responsible for 7 Hospitals, with 8,000 staff, 2000 beds and a budget of €900 million. Established Board, management team, performance culture, corporate and clinical governance systems and delivered significant turnaround whilst restructuring services, integrating hospitals and managing transition towards Trusts status. Rebranded and launched the Group as Saolta. Directly managed the restoration of Letterkenny Hospital following flood in July 2013, the biggest natural disaster in Ireland’s Acute Hospital history.
Following successful establishment of Saolta requested by Minister to become Group CEO in Dublin to establish RCSI hospitals Group – 7 Hospitals, 7,500 staff and budget of €650 million.
Currently employed since 2016 as Group Chief Executive of Bon Secours Health System (BSHS), Irelands largest Private Hospital provider with over 1,000 beds, 3,500 staff and 450 consultants across 6 sites nationwide. I have developed BSHS 2020 plan which sets out our strategic goals for Quality, Integration, Efficiency and Growth and is underpinned by a €150m capital investment programme to deliver Advanced Medicine and Exceptional Care. Developed successful partnerships with Private Health Insurers and key suppliers to improve operating margin – BSHS has increased revenue from €230m in 2015 to €334 in 2020 and increased EBITDA to €38m.
Recently completed major acquisition of a Private Hospital in Limerick as part of BSHS Growth strategy and integrating it into BSHS
Commissioned €77million capital project in Cork to increase Bed, theatre and ICU capacity and introduce Radiotherapy, establishing €12million Joint Venture with UPMC.
Developed Employer of Choice strategy, introducing Leadership Programmes, staff surveys, Awards Scheme and innovative communication and Performance System.
Track record in delivering financial targets and managing extensive portfolios including development of Performance Assessment Frameworks, development of National Cancer Control Programme Strategy, development of Estates Strategy, Service and Bed Reconfiguration and personally leading on a wide range of specialty based projects aimed at improving efficiency, patient outcome and modernisation of patient pathways.
Extensive Project Management and Capital Management skills delivering a number of Estates projects in the Public Sector such as re-development of Inpatient Wards, new Theatres, development of a 2nd Cath Lab within budget and on time, as well as procurement and contract award of a new 120 single bed, en-suite ward block. Oversee BSHS €150m Capital Programme to fund acquisitions, estate development, clinical services development and growth.

Born and brought up in France, married, Audrey is a mother of two children, Olympe and James. A medical doctor by training, she was inspired by learning in Paris with internationally renowned health professionals. A family project led her to work also in Asia, where she lived for 3 years in Hong Kong. In 2013, she joined Novartis in particular for the richness of its portfolio and its big focus on innovative medicines. She was at the head of the medical department in Ophthalmology. In 2017, she moved into the commercial management of the marketing and sales of this unit. It is an extremely innovative sector with retina diseases such as wet Age-related Macular Degeneration and more recently with the 1st gene therapy approved in Europe for a rare hereditary retinal dystrophy. In early January 2020 she was appointed General Manager and Country President of Novartis Pharma and was delighted to move with her family to Dublin.

Prof. Ran Balicer, MD, PhD, MPH serves as Chief Innovation Officer for Clalit – Israel’s largest healthcare organization. He also serves as Founding Director of the Clalit Research Institute, the WHO Collaborating Center on Non-Communicable Diseases Research, Prevention and Control. In these roles, he is responsible for strategic planning, development and implementation of novel organization-wide interventions and of innovative technology and data-driven tools, for improving healthcare quality, reducing disparities and increasing care effectiveness.
Since 2020, Prof. Balicer was appointed Chair of Israel’s National Experts Panel on COVID-19 and serves as a senior advisor to the Israeli Government and Prime Minister Office on the COVID-19 pandemic response.
Prof Balicer is Full Professor and Track Director of the MPH program at the Ben-Gurion University School of Public Health, Israel, and has been serving as Chair of the Israeli Society for Quality in Healthcare since 2013.
Prof. Balicer serves as Commissioner for the Lancet and Financial Times Healthy Futures 2030 International Commission that aim at harnessing innovation globally to improve the health and wellbeing of young individuals. He also serves in senior advisory groups to the World Health Organization (WHO) Regional Office for Europe, and is involved in projects focusing on chronic diseases monitoring, prevention and control, use of big data and artificial intelligence in healthcare provision and care integration.

Carol is Quebec born, and a Vice-President with Optum Advisory Services where he leads the Provider Technology Strategy practice. Optum Advisory Services (OAS ) is the Healthcare consulting arm of United Health Group (UHG) .
He advises health care CIOs and leadership teams on IT strategy and optimisation challenges in the context of broad transformations, value-based care enabling partnership, and interoperability. He has led a number of merger and acquisition integration programmes. Carol coordinates the monitoring and assessment of health care IT electronic medical records and HIT innovations more broadly, and helps health care providers introduce new technologies to their solution portfolio and commercialise information technology assets.
Carol has deep experience in planning and implementing digital health and population health enabling technologies and has led national, state wide and community based health information exchanges initiatives.
He leads Optum Advisory Services’ practice which focuses on reducing the cost of clinical information systems implementation and on-going support. He has led large and complex technology implementation and adoption. His functional knowledge includes: clinical transformation and integration, practice management, patient administration and accounting, benefits administration, membership and claims management. Carol has rich international experience including work in the US, Canada and the NHS.

Dr Mulcahy is National Manager of Health Innovation Hub Ireland (HIHI). In this role she is responsible for leading the national operations and strategic development of HIHI. Her key priority is to ensure that the objectives of HIHI; supporting companies as they navigate the healthcare system, supporting healthcare innovators to assess and develop their ideas and delivering education programmes to encourage innovation; are achieved across all partner sites of HIHI.
Tanya joined the Health Innovation Hub in December 2013 and has played a pivotal role in the advancement of HIHI from a pilot at one location to a national entity, now with 4 partner locations across the country. She has a extensive experience in the public and private sector; her previous role was Manager of the College of Science, Engineering and Food Science, UCC. She has an honours degree in Biochemistry and a PhD in Cancer Genetics from UCC and recently completed a Postgraduate Certificate in Clinical Trials.
She has conducted postdoctoral research in population based Neuropsychiatric Genetics at Trinity College Dublin and has over 10 years’ experience in biotechnology based research and development industries – Schering Plough (NJ, USA) and start-up Biotechnology company Orchid Biosciences (Princeton, NJ). Dr Mulcahy returned to Ireland from the USA in 2006 and worked with Science Foundation Ireland before joining UCC in 2009.
Tanya has been a member of the Executive Management Board of Eureka Centre for inquiry based Education in Science and Mathematics and a member of the UCC Genovate team. She is the UCC co-ordinator of the BioInnovate programme led by NUIG. She is founder of the Women’s Ideas Network and mentors on the UCC Aurora programme.
With a degree in Applied Physics and Electronics from the Institute of Technology Tralee, Ogie has a strong passion for technology. With more than 16 years experience working through the ranks for companies such as Hewlett Packard, IBM and Dell, he was inspired to create ViClarity's GRC management software to provide technology solutions to businesses that were not being serviced by the large technology companies. Ogie has led ViClarity Ireland since 2008, and has successfully directed launches in several international markets including Ireland, U.K. and U.S. into sectors such as financial services and healthcare.

Eric D. Hargan is the Deputy Secretary of the Department of Health and Human Services (HHS). HHS is dedicated to promoting and enhancing the health and well-being of the American people, and as the largest department in the federal government has an annual budget in excess of $1.3 trillion and over 80,000 employees across 26 divisions.
As Deputy Secretary, he is the Chief Operating Officer and is responsible for overseeing the day-to-day operations and management of the department in addition to leading policy and strategy development.
Mr. Hargan was sworn into office as Deputy Secretary of the Department of Health and Human Services on October 6, 2017. He immediately served as Acting Secretary of HHS from October 2017 to January 2018.
From 2003 to 2007, Mr. Hargan served at HHS in a variety of capacities, including holding the position of Acting Deputy Secretary.
During his tenure at HHS, Mr. Hargan also served as the Department’s Regulatory Policy Officer, where he oversaw the development and approval of all HHS, CMS, and FDA regulations and significant guidances.
He received his B.A. cum laude from Harvard University, and his J.D. from Columbia University Law School, where he was Senior Editor of the Columbia Law Review.
In between his tours of duty at HHS Mr. Hargan taught at Loyola Law School in Chicago, focusing on administrative law and healthcare regulations.
Mr. Hargan was born and raised in Mounds, Illinois, a small town of approximately 800 located in the southern county of Pulaski.
He currently lives in Virginia with his wife and their two sons.
