Stephen Donnelly

Stephen Donnelly is a Partner in Health Systems at CF, bringing extensive experience in health policy, reform and public service leadership. He previously served as Ireland’s Minister for Health from 2020 to 2024, during a period of significant challenge and transformation for the healthcare system, including the COVID-19 pandemic.

As Minister, Stephen led the national health response to the pandemic, overseeing vaccination rollout, system capacity expansion and critical public health measures. He also advanced key initiatives focused on improving access to care, reducing waiting times and strengthening Ireland’s healthcare infrastructure.

At CF, Stephen works with health systems, governments and organisations to design and implement sustainable, patient-centred solutions. His focus includes system transformation, operational performance, digital health and long-term planning to meet growing demand and complexity in healthcare delivery.

Prior to his political career, Stephen built a successful career in international finance and investment, and later co-founded a global social enterprise supporting communities in developing countries. This diverse background brings a unique perspective to his work at the intersection of policy, strategy and delivery.
