Charlie has recently left the Department of Health after over 35 years working on health policy development and its implementation. He achieved significant results in a range of areas in his time with the Department covering ICT, Casemix Development, Health Service Planning/Performance Management, Health Research, HR, Child Welfare and Protection, Medical Indemnity and Acute Hospital Services .He represented Ireland on the OECD health committee for 6 years chairing the OECD Health database group for 3 years as well as playing a leading role in joint EU/OECD projects on the OECD System of Health Accounts and EU Health Technology Assessment working groups. Latterly Charlie worked side by side with the SDU (Special Delivery Unit) to address ED and Waiting List issues also leading for the Department in the development of the Higgin’s Hospital Groups report, the decision to relocate the new Children’s Hospital to the St. James’ Hospital campus and North/South cooperation on hospital services. Now Charlie is working with ‘Tomorrow’s Health an influential group chaired by Professor Tom O’Dowd acting as thought leaders for reform to change the health system to one with much enhanced GP led Primary care. Tomorrow’s Health working under its strap line ‘connecting the pieces’ aims to enable significantly increased integration of hospital care primary care and other health services via its principles launched in December last year at its symposium at Farmleigh.
